RESPONDING TO SIBAYA COASTAL PRECINCT IMPACTS ON UMDLOTI BEACH

  • LUMD to submit recommendation to Department Head
  • May 2019: The UF has achieved in putting a stop top excessive height applications by sub-developers for
    Ocean Dunes, Pebble Beach and Dexaphase developments.
    Await response of Municipality to Node 1 SCA; and appeal outcome if necessary
  • Consider legal action if Appeal fails and/or Building Inspectorate fails to issue a “stop order” on illegal construction activities.
  • Anticipate need for raising a “fighting fund” to fund UBRRA and UF, and fund legal challenges

2. Development of Node 5 Precinct Plan
  • May 2019: The UF is building on the work done by previous committees to develop Umdloti Vision 2030, which include preservation and development of the sea frontage; a central public space and the linkages to Node 5 via the Sweetwater Riverside project.
  • Preliminary Plan presented to UF

3. Node 6 Basic Assessment for proposed Tertiary Institution
  • Environmental practitioner has requested I&AP registrations and preliminary comments on Background Information Document (BID)
  • UF to challenge environmental authorisation process chosen by THD.
  • If unsuccessful, UF to formulate preliminary comments on BID (taking into account comments of Town Planner and BG’s desk research), for submission by 21 June 2018 deadline
  • UF to encourage maximum possible number of I&APs to register

4. Node 6 Issues raised by Bellamont Road community:
a. Traffic Calming/Pedestrian Safety
b. Cleaning/Greening of the natural forest and vegetation in the area
c. Walk-through the forest with Geoff Nichols
d. Regular snare removal and awareness for hunters/poachers
e. On-going Security
  • Meeting scheduled with THD for 21 June to take discussions on these issues further
  • May 2019: The UF is engaging with prospective developers of an international film studio on Node 6.
  • May 2019: The UF has achieved resisting proposals to locate a Private Tertiary Institution on Node 6 opposite Bellamont Road, and endorsing the relocation of this site to Node 3 near the Sibaya Casino
  • UF and Bellamont Committee to combine forces to ensure that general issues of concern are dealt with outside of the formal processes in Points 1-3:
  • Adequacy of municipal services in Umdloti, taking into account additional burden of Sibaya Precinct;
  • Traffic congestion on M4 and M27;
  • Development of the Umdloti Triangle

5.  Proposed Umdloti Beach far south sewage infrastructure project
  • The eThekwini Municipality is proposing a “new” pump station at the end of 6th Avenue to service 40-odd residents who are currently not connected to the water borne system.
  • The public is invited by 1 World Consultants to register as an interested and effected parties (I&AP) as per the Background and Information Document (BID) and take part in the PPP – 18 June 2018.

On 8 August 2018 the UIP received the following letter which refers: The appointed professional environmental services, by 1World Consultants (Pty) Ltd (1WC), for the proposed Umdloti Beach Far South Sewage Pump Station, Rising Main, Gravity Sewer Reticulation and Access Road. eThekwini Municipality, KwaZulu-Natal refers. The following points have been listed:

  • The required Participation process was undertaken for the above mentioned project, during which the following was found:
  • The proposed site allocated for construction of the pump station and access road, occurs within a conservation servitude, that has been earmarked as part of the neighbouring Sibaya development.
  • Majority of the affected Umdloti residents, as well as members of the UIP who actively participated in this process, strongly opposed the proposed project.
  • The pump station is a crucial aspect of this project, as houses within the project area can only be connected to the existing sewer reticulation via pumping.
  • Taking this into consideration the eThekwini Municipality: Department of Water & Sanitation (EWS), has decided that they will no longer continue with this proposed project, until a new site for the pump station has been allocated and approved.
